In the years leading up to the credit crisis, it was common for housing corporations to develop their own homes along with free-sector homes. The starting point was that profits from the market benefited the quality of social housing. There was even a word for it, revenues were 'written off'. Virtually most cheap homes in the Netherlands were created in this way. However, after several excesses with derivatives, a boat and a Maserati, the government decided to intervene. Housing corporations only had to focus on their core activities and were no longer allowed to develop homes for the market. Moreover, in the context of the abused landlord levy, they had to pay up to 25% of their rental income to the state.
